(Mr. Jim Richardson.)","write_up":"This eight-page manifesto issued in April 1898 by the Junta\nPatriotica (composed of Filipino revolutionaries staying in Hong\nKong as political exiles) must be appreciated in the context of\nthe period of transition from the first phase to the second phase\nof the Philippine Revolution.\nThe Biak-na-Bato Republic ceased to exist by\nvirtue of the peace pact between the Spaniards and Filipino\nrevolutionaries signed on December 14, 1897. On December 27,\nAguinaldo and some revolutionary leaders sail for Hong Kong\nin compliance with the pact. Governor-General Primo de Rivera\nimmediately declared “the end of the Revolution” after the\nsigning of the pact and the departure into exile of the prominent\nrevolutionaries. To encourage other revolutionaries to surrender,\nthe governor general also issues an amnesty proclamation.\nDespite the peace pact and the declaration of the end\nof the revolution, revolutionary activities continued in different\nprovinces. While in Hong Kong, the revolutionaries formed a\ncommittee that manages their political affairs while in exile. As this committee monitors political activities in the Philippines,\nthey realized that “faced with this series of acts of bad faith,\ncontempt, insults, crimes, and above all forgetting their\n[Spaniards] commitments, as recently as solemnly contracted,\nthe same ones who signed the Treaty of Biyak na Bato, have\nconsidered themselves free from obligation to remain abroad,\nand to keep for a longer time, the faith of the promised\narmistice. The caveat on the\nAmerican protection (la protecion de la Gran Republica\nAmericana) is based on the agreement between Gen. Emilio\nAguinaldo and American Consul in Singapore, E.
