For him, art is a powerful record of the past. Prior to the establishment of the Intramuros Administration in 1979, which became \"responsible for the orderly restoration and development of Intramuros,\" De la Rosa witnessed how the walled city gradually succumbed to decay and deterioration. This was mainly due to the tragic consequence of the Second World War and partly to the neglect of the area's historicity by enacting laws opening the district to rampant commercialization.<br /><br />In an attempt to restore its former glory, at least on his canvases, De la Rosa began to work on his Intramuros series in 1973. The artist captured the Hispanic beauty of the walled city through his ingenious mixture of realism and pointillism-impressionism. In line with this artistic endeavor is another series of works by De la Rosa—the Fort Santiago series, which he commenced in 1974.<br /><br />Particularly in this piece, De la Rosa depicts the brick ruins of the cuartel or barracks of the\\ guardia civil that was originally built in 1593 and is one of the oldest structures within the fortress complex. Before his execution and martyrdom, the cuartel became the site of Jose Rizal's incarceration from November 3 to December 29, 1896. The entirety of the Fort Santiago complex, which includes the ruins, was declared a National Shrine pursuant to RA 597 on March 6, 1951.<br /><br />De la Rosa understands how colors can be manipulated to generate a dynamic character for the painting. Through these series—the Intramuros and the Fort Santiago, De la Rosa created a symphony of colors, which gave him a device allowing him to see and ingeniously handle various color combinations, thus effectively providing a variety of moods in the same scene. De la Rosa's application of harmoniously cascading colors results in a universally appealing opus.
