Delotavo says of this work: “This painting is included in the “Kalburo” series I did during the Martial Law period. The facade of dilapidated houses along the road where the delegates of the International Monetary Fund (IMF) would pass through was whitewashed to make them look neat. The guns of the actors in the movie billboards were also painted white. The “Kalburo” was inspired by the sanitized reality during that time. “<br /><br />During the early 1980s, when this work was created, neoliberal policies were started to be implemented in the Philippines, one of which was the Tariff Reduction Program I in 1981, which lowered taxes on imports from 100% to 10-50%, therefore killing the local economy and further oppressing the greater masses in the fields of industry, agriculture, manufacture, and employment. This policy was implemented under the orders of the IMF-World Bank under its Structural Adjustment Program (SAP), which forced third-world countries to enact laws in exchange for increased loans. Foreign loans would purportedly “boost” capital and infrastructure, attracting foreign direct investments and thus “ending the economic crisis.” But the stark reality of the 1980s showed otherwise: six in every ten Filipino families plummeted to poverty by the end of the Marcos regime due to lower wages and higher inflation rates and the country’s external debt rose to $28.26 billion in 1986 from $0.36 billion in 1961.<br /><br />The man’s penetrating gaze in this work emboldens us to reflect upon and survey the kind of reality being fed to us. Who would really reap the so-called “benefits” of these policies? Is it the masses or the brutal powers that be?
